Advanced Cyber Espionage Operation – “CamalClone” Malware

Pursuant to the ministerial telegram dated April 9, 2026, as well as the correspondence from the services of Khenchela Province regarding the detection of a malicious and dangerous electronic program targeting Algerian institutions, named “CamalClone”.

This program spreads through fraudulent phishing campaigns via email, by sending messages containing malicious files or links that impersonate official state institutions, including the use of logos and identity of the Ministry of Housing, Urban Planning, and City Development, in order to mislead recipients and infiltrate their information systems, thereby enabling unauthorized access to and theft of data and documents.

Therefore, we request that you:

1. Raise awareness among all employees within your departments about the risks of this cyber threat;

2. Exercise the utmost caution and vigilance when handling electronic correspondence, especially suspicious ones;

3. Strictly warn against opening or downloading files and links from unknown sources, particularly:

   • Links (URLs)

   • Compressed files (ZIP / RAR)

   • Untrusted images or attachments

We also emphasize the critical importance of this matter and the need to ensure strict compliance with the contents of this directive, given its direct impact on strengthening the security and safety of information systems and protecting data within your departments.

As part of the update of files concerning family allowances and the single salary allowance, we kindly request that you notify all employees (teaching staff, administrative staff, contractual staff) that they must submit to us as soon as possible a file containing the following documents:

• Family certificate (proof of family composition)

• Children’s birth certificates

• Certificate of non‑receipt of family allowances for the spouse

• Certificate of unemployment for the spouse

• Certificate of non‑affiliation with CNAS (National Social Insurance Fund)

• Certificate of non‑membership with CASNOS (National Retirement Fund)

• Copy of the divorce decree (specific to the single salary allowance)

Note:
If the concerned person does not submit a file, the family allowances will be deducted from their monthly salary.
