Report on Sustainable Development Goal 17 at Abbas Laghrour University of Khenchela, Algeria Introduction Sustainable Development Goal 17 (SDGs) focuses on strengthening local and international partnerships to achieve sustainable development. Universities, such as Abbas Laghrour University of Khenchela, are key players in achieving this goal through research, education, and community engagement. Abbas Laghrour University of Khenchela is one of the leading educational institutions in Algeria, seeking to enhance cooperation and partnerships at local, national, and international levels. These relationships reflect the university’s commitment to achieving sustainable development and advancing scientific research. Abbas Laghrour University of Khenchela directly participates in providing input and guidance to the national government and regional NGOs regarding policies and plans for achieving sustainable development goals. For example, the university conducts in-depth studies and research to identify key problems and challenges in implementing the sustainable development agenda at local and national levels. This research helps formulate appropriate policies and strategies to address these challenges. The university also models potential future scenarios with and without specific interventions, helping policymakers make informed decisions. Additionally, the university contributes to monitoring and evaluating the implementation of policies and initiatives related to sustainable development goals and preparing relevant reports. These research and analytical contributions enable the government and relevant organizations to develop and implement effective adaptive policies and plans. To activate, enhance, and support environmental education and sustainable development in educational, training, and university environments, and within the framework of sectoral synergy between professionals and the Ministry of Environment and Renewable Energy, Abbas Laghrour University of Khenchela participated in the National Environmental Education Competition 2023 edition under the slogan “Our Environment, Our Future” on February 15, 2023. Abbas Laghrour University of Khenchela participates in multi-sectoral initiatives and dialogues regarding sustainable development goals. For example, the university organizes annual conferences and seminars that bring together representatives from government, NGOs, and the private sector to discuss and coordinate how to contribute to achieving sustainable development goals at the national level. The university also participates in several national and regional committees concerned with the sustainable development agenda, allowing it to contribute to the formulation of relevant policies and plans. These participations reflect the university’s commitment to playing an active role in promoting sustainable development efforts through dialogue and cooperation between various concerned sectors. In addition to its participation in identifying sustainable development challenges, the university provides advice based on its research and studies. This advice, through recommendations and proposals from various forums involving government bodies and different administrations, helps multiple government entities, both at local and national levels, in developing policies and plans that support and enhance the achievement of sustainable development goals. Notable examples include: National Conference: Real Estate and its Role in Sustainable Development (2017) International Forum: Algeria and the Inevitability of Transitioning to Green Economy for Sustainable Development (2018) Water Governance between Management and Sustainable Abundance to Face Scarcity and Crisis Escalation (2020) Environmental Protection between International Law and Algerian Legislation (2022) National Forum on the Role of Agricultural Real Estate in Achieving Local Development in Algeria: Between Current Challenges and Future Stakes (2024) Abbas Laghrour University of Khenchela contributes as an institution to international cooperation regarding the collection and measurement of data related to sustainable development goals. Through multiple research programs and partnerships with academic institutions and international organizations, the university contributes to developing systems for data collection and analysis, which helps evaluate progress towards achieving these goals. The university also works on enhancing the capabilities of researchers and students in using data measurement and analysis tools, strengthening its role as an active entity in supporting local and national policies related to sustainable development. In this context, the university has established several national and international agreements with stakeholders such as environmental protection associations and international training academies… As part of efforts to activate and enhance international cooperation and exchange with international universities, a virtual meeting was held on February 8, 2022, bringing together the administration of Abbas Laghrour University of Khenchela, led by University Director Professor Abdelouahed Chala, and Southwest State University. The meeting was facilitated by Professor Houha Ali, delegate and representative of the Russian university in Algeria. Dr. Sahraoui Zoubir, president of the Wilaya Association for Environmental Conservation and Promotion of Sustainable Development (Khenchela), also attended the remote meeting. The meeting worked on achieving a series of sustainable development goals. Abbas Laghrour University of Khenchela places great emphasis on sustainable development goals and strives to play an effective role in achieving them. The university recognizes the importance of these global goals and seeks to integrate them into various aspects of its work, including scientific research, academic programs, and community activities. The university also organized the National Innovation Fair and contributed to the National Innovation Fair in the Service of Sustainable Development. . 16.2University governance measures 16.2.1  Elected representation Have elected representation on the university’s highest governing body from: students (both undergraduate and graduate), faculty, and staff (non-faculty employees)   YES ; In order for the University of Khenchela to implement elected representation in its highest administrative body, it required the establishment of formal structures to allow members of the university’s key stakeholders – students, faculty and staff – to participate in governance. Here is a summary of the steps taken into account to achieve this:  1.Define Governance Structure and Responsibilities Highest administrative body: The roles, decision-making authority and areas of supervision of the highest administrative body are clearly defined. Representation Roles: Defines the roles of each elected representative (undergraduate students, graduate students, faculty, and non-faculty staff) and the input or voting power they have. 2. She set up election processes for each group Student Representation: Separate elections for undergraduate students may be administered by the students or an election committee. Faculty Representation: Faculty can vote for representatives within their departments or schools to ensure all academic areas are represented. Staff Representation: Non-faculty staff must have a clear path to representation through elections overseen by an appointed committee. 3 .Communication and Accountability Representatives should regularly communicate with their constituencies to gather input and report back on decisions. Develop accountability measures, such as periodic reviews or feedback mechanisms, to ensure representatives are meeting their responsibilities. 16.2.2 Students’UNION Recognise an independent students’ union YES ; Establishing and recognizing an independent student union at the University of Khenchela , Recognizing an independent students’ union can strengthen student representation, foster a sense of community, and promote advocacy, ultimately enhancing the student experience at the University of Khenchela. Support for Marginalized Groups: Establish dedicated support for marginalized and underrepresented students, including international students, students with disabilities, and first-generation students. Union provides social activities    NO 16.2.3      NO Identify and engage with local stakeholders Have written policies and procedures to identify local stakeholdersexternal to the university and engage with them16.2.4             N0 Participatory bodies for stakeholder engagement Ensure that local stakeholders in the university – including local residents, local government, and civil society representativels (which may include groups such as refugee resettlement agencies) – have a meaningful mechanism or for participating in university decision making.16.2.5     University principles on corruption and bribery Publish the university’s principles and commitments on organized crime, corruption & bribery   YES : In order to effectively address issues of organized crime, corruption and bribery, the University of Khenchela is working to establish and disseminate a clear set of principles and commitments. This helps build a culture of integrity, transparency and accountability throughout the organization. The following is an overview of how these principles are presented:    Zero Tolerance for Corruption and Bribery- Commitment to Integrity and Ethical Conduct- Transparency in University Operations- Education and Awareness Programs- Commitment to Academic Integrity- 16.2.6   Academic freedom policy Have a policy on supporting academic freedom (freedom to choose areas of research and to speak and teach publicly about the area of their research)Yes :  The academic freedom policy at the University of Khenchela helps foster an open, innovative and intellectually vibrant environment.This policy would protect the rights of faculty members, researchers, and students to explore, discuss, and disseminate knowledge without fear of censorship or retaliation. The approved structure of this policy is as follows: _ Defining the scope of academic freedom _ Institutional Support for Academic Freedom _ Responsibilities Alongside Academic Freedom _ Freedom to Publish and Disseminate Research 16.2.7    Publish financial data Publish university financial data Yes : In order to maintain transparency and accountability, the University of Khenchela is implementing a policy to publish financial statements regularly. This policy details publicly available financial information and creates a clear reporting process   16.3Working with government  16.3.1Provide expert advice to government Provide specific expert advice to local, regional or national government (for example through policy guidance, participation in committees, provision of evidence)Yes : To leverage its academic expertise and contribute to the public good, the University of Khenchela was able to create a framework to provide expert advice to government bodies at the local, regional and national levels. This policy sets out how the University can support government decision-making through knowledge sharing, research and engagement in advisory roles. 16.3.2 Policy- and lawmakers outreach and education Provide outreach, general education, upskilling and capacity-building to policy and lawmakers on relevant topics including economics, law, technology, migration and displacement, and climate change Yes : To promote informed policy making and support the continuous development of legislators, the University of Khenchela has developed a communication and education policy aimed at improving the skills and building capacity of policymakers and legislators. This initiative focuses on providing important knowledge and insights on pressing issues such as economics, law, technology, migration, displacement and climate change. 16.3.3 Participation in government research Undertake policy-focused research in collaboration with government departmentsYes : To enhance its contribution to Policy making and foster strong relationships with government bodies, the University of Khenchela was able to establish a policy for participation in government research.
