it is my distinct pleasure and solemn pride to address the academic community of abbes laghrour university of khenchela, and implicate them in my forward-looking vision of an outreaching university that will ultimately constitute the boundless locomotive of local, and even national, development and shines scientifically on an international scale.

our university is multidisciplinary and embraces a lot of human potential in all fields which constitute an overwhelming wheel of energy that will enable it to overcome all the difficulties encountered on the educational and administrative management levels.

we are in the process of developing a project of systematic institution on the life span of five-year period (2021-2025), according to preordained outlines objectives that underline our strategy of a participatory, communicative and responsible approach and which involves all the pertinent segments and vital actors of the university.

this project will endeavor not only to determine the operational objectives translated into actions, but also to adapt to the socio-economic and international environment.

and here in below is a glance on the main point of our project, though it is not limited only to these points:

• to instill the traditions of dialogue and transparency in all university practices and at all levels,
• to ensure the implementation of laws in all areas and by all actors (vice rectors, deans, sg, educational and scientific bodies, etc.),
• to ensure the responsibility and accountability of all educational and scientific bodies of the university in regard to any redress of grievances or questions raised by the academic community of the university, within their powers & prerogatives,
• to launch the university web portal in order to increase and improve the visibility of the university,
• to install a variety of bodies: quality assurance cell, entrepreneurship center, bleu, cati, capu, etc,
• to digitize of all administrative and educational documents including the archives (objective to be achieved: 0 paper),
• to regularize the status of administrative, pedagogical and scientific positions
• in the field of pedagogy, we aim for high quality instruction based on novel teaching methods and approaches that deploy ict and distance learning. more importantly, we are in the process of initiating a new attractive and professional instruction curriculum to meet the needs of society and of labor market.

• on the matter of post-graduate studies and research, a motion to create of new research laboratories is in play and will remains a salient priority in our agenda. a short-range objective is to create doctoral training and at least one research laboratory for each instruction’s major to elicit the affiliation and contribution of the aggregation of teachers and academics in these laboratories. furthermore, we’re encouraging the mass of teachers, researchers and doctoral students to work on research themes directly related to societal problems. additionally, we will also endeavor to promote innovative research through high-quality publications in a and a+ class journals.
• the socio-economic environment is an asset that requires a serious collaboration framework with the local, regional and national economic sector with a win-win partnership, in order to facilitate the integration and employability of students in global labor markets,
• in the field of foreign and domestic collaboration, we’re deploying a plan of action with aims of expanding agreements and contracts’ framework with emerging countries, increasing contacts with algerian researchers abroad, enrollment in international programs (erasmus, etc.), and imparting openness towards all the initiatives that promote and prompt exchanging experiences,
• in regard to planification, all constructions and equipment paperwork have been relaunched (expanding the internet and intranet for the benefit of the new campus, construction of research laboratories, installation of greenhouses for the benefit of the faculty of natural sciences life, equipment for educational laboratories, …)
• to improve pedagogical atmosphere and conditions at the university, we will encourage the creation of scientific, cultural and sports clubs. we will also ensure the improvement of the working environment (teaching areas, green spaces, etc.) besides eliciting students to be involved in the implementation of the strategic plan for the development of the university.
• to fulfill such an ambitious forward-looking project, conceived with a paramount academic prescient and dedicated to the elevation and improvement of the academic community of abbas laghrour university, we must work together with the spirit of teamwork, and unchain ourselves from the shackles of the past and completely change the methods of governance. the university of khenchela embraces a high-level human potential and it has all the opportunities to reach, in no-time, high performance and innovation. we can, insha’allah, in a few years span, to reach the goals of academic strength and quality and contribute to local and national development and make the name of our university shine again with unprecedented glamour and splendor.
