A Study Day Entitled “Preventing and Combating Neighborhood Gang Crime under Ordinance 20-03”
Abbes Laghrour University Khenchela hosted a study day entitled “Preventing and Combating Neighborhood Gang Crime under Ordinance 20-03” on February 11, 2026, in its main lecture hall. This event was part of the training programs organized by the Khenchela Court Council in collaboration with the Faculty of Law and Political Science, under the supervision of the Dean of the Faculty.
The meeting was attended by representatives from the Khenchela Court Council, the Regional Bar Association of Khenchela, and representatives from the National Gendarmerie and National Security, all working to strengthen institutional coordination in combating this phenomenon.
The program included two presentations:
▪︎ The first presentation was given by Dr. Alia Nawal from the University of Khenchela, entitled “Mechanisms for Preventing Neighborhood Gangs in Light of Order 20-03 dated August 30, 2020.”
▪︎ The second presentation was given by Mr. Haimoud Kamal, a judge at the Khenchela Court, entitled “Penal Provisions for the Crime of Neighborhood Gangs under Order 20-03.” The study day concluded with an open discussion to enrich the topic and exchange views among the participants, culminating in a set of recommendations aimed at providing practical proposals to support the efforts of the relevant authorities in preventing and combating this crime.
