8.2 Employment

8.2.1

Does your university, as an institution, pay all staff and faculty at least a living wage, defined as the local living wage (if set by the government) or the local poverty index for a family of four (expressed as an hourly wage)?

In Algeria, a university professor’s salary ranges from approximately 70,000 to over 150,000 Algerian dinars per month (between $451 and $967), depending on rank and position. A full professor’s salary can reach over 200,000 dinars ($1,290) per month, which is at least three times the guaranteed national minimum wage of 20,000 dinars ($129).

Administrative staff salaries range from 30,000 to 60,000 dinars ($193 and $387), depending on experience and position, and are at least twice the guaranteed national minimum wage. The basic law that explains how to calculate the salary of a university professor in Algeria:

8.2.2.

Does your university, as an institution, recognize unions for all, including women and international staff?

Yes, the University of Khenchela is committed to the legal recognition of professional unions, in accordance with the provisions of the Algerian Constitution and Labor Law No. 90-14, which guarantee the freedom to join trade unions for all categories of workers without discrimination based on gender or nationality. These categories include professors, researchers, administrators, technicians, and skilled workers, including international staff employed under legal contracts. The university hosts several active unions:

  • The National Union of Higher Education and Scientific Research branch
  • The National Council of University Professors branch
  • The Independent Union of Public Administration Employees branch
  • The Independent Union of Higher Education Employees branch

These unions contribute to social dialogue, defend professional rights, and improve working conditions within the institution. 8.2.3.

Does your university have a policy on eliminating discrimination in the workplace (including discrimination based on religion, gender, or age)?

Yes, the university has a clear policy to eliminate discrimination in the workplace, in accordance with Article 27 of the Rights and Duties of Employees contained in Decree No. 06-03 dated 19 Jumada II 1427 AH, corresponding to July 15, 2006, which includes the Civil Service Law. This article states that: “Employees shall not be discriminated against on account of their opinions, gender, origin, or any other personal or social circumstances.”

8.2.4.

Does your university have a political commitment against forced labor, modern slavery, human trafficking, and child labor?

Yes, the university is politically committed to combating forced labor and modern slavery, in accordance with Article 78 concerning career path management in Decree No. 06-03 of 19 Jumada II 1427 (July 15, 2006), which contains the Civil Service Code. This article stipulates that “the minimum age for entry into the civil service is eighteen (18) full years.”

Furthermore, the University of Khenchela is legally committed to combating forced labor, human trafficking, modern slavery, and child labor.

This commitment stems from: national laws (the Constitution, the Labor Code) and ratified international conventions.

Does your university, as an institution, have a policy to guarantee equal rights for employees when outsourcing activities?

Yes, Abbes Laghrour University  Khenchela has a “policy to guarantee equal rights for employees when outsourcing activities.” It does not exploit contractual differences to diminish the rights of some employees, but rather maintains:

  • The human dignity of all employees within the university
  • A safe and healthy work environment
  • Respect for the minimum wage

Presidential Decree No. 15-247 of September 16, 2015 (concerning the organization of public procurement and public service delegations) governs the relationship between the contracting authority (Abbes Laghrour University  Khenchela) and the contracting operator (company or service provider). 8.2.6.

Does your university have a policy on equal pay, including a commitment to measuring and eliminating gender pay gaps?

There is absolutely no gender pay discrimination at Abbes Laghrour University  Khenchela, in accordance with applicable laws. Decree No. 06-03 of 19 Jumada II 1427, corresponding to July 15, 2006, Article 11 of Decree 06-03: “Employees, throughout their careers, enjoy equality in rights and duties without any discrimination based on birth, sex, opinion, or any other personal or social condition or circumstance.”

Does your university, as an institution, measure/track a gender pay scale?

Yes, Abbes Laghrour University  Khenchela tracks a gender pay scale, based on the Algerian Labor Code (Order No. 90-11 of April 21, 1990), Article 80 of the Labor Code (90-11): “Workers shall receive equal pay if they perform work of equal value, without any discrimination based on sex, age, social status, or union affiliation.”

The Algerian Constitution also affirms this principle:
