“Official Launch of the Algerian Qualifications Framework and Adoption of Free Software in Higher Education”
On Tuesday, 1 July 2025, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, presided over two pivotal events at the Ministry’s headquarters during the opening of the National Universities Symposium:

National Qualifications Framework: The inaugural Algerian Qualifications Framework (AQF) was launched – a standardized system designed to unify and classify skills and certifications across education and training pathways.

Promotion of Free Software: Ministerial Decree No. 138 was formally ratified, defining the scope and implementation mechanisms for adopting free and open-source software across higher education and scientific research institutions.
These decisions mark a qualitative shift in modernizing Algeria’s university system and reinforcing its digital sovereignty.
