The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, accompanied by the Ombudsman of the Republic, Mr. Majid Ammor, chaired a scientific symposium entitled: “Public Service in the Light of Current Transformations: Improving Performance and Innovation for Citizen Satisfaction” on June 23, 2025, at the Faculty of Information and Communication Sciences. The symposium was supervised by the National Higher School of Political Science and the Ombudsman’s Office, and was attended by the Director General of Protocol of the Ministry of Foreign Affairs and the National Community Abroad, the Director General of the Institute of Comprehensive Strategic Studies, the Chairwoman of the High Authority for Transparency, Prevention and Fight against Corruption, the President of the National Economic and Social Council, the representative of the Permanent Representative of the United Nations Development Programme in Algeria, and representatives of ministerial departments and bodies. Following speeches by the Minister of Higher Education and Scientific Research and the Ombudsman, a dialogue session was opened on the continuous improvement of public service for citizen satisfaction, moderated by professors, researchers, and state officials. This morning, Monday, June 23, 2025, the Governor of Khenchela, Mr. Salim Harizi, along with the Vice President of the Provincial People’s Assembly, oversaw the opening of the regional study days for the eastern provinces (15 provinces). Successive meetings with the university community, supervised by the university president, Professor Abdelouahed Chellah, this week, from June 16 to 18, 2025, primarily concerned the institution’s 2026-2030 project. These meetings included various university faculties. ✓ The first meeting brought together the Faculty of Law and Political Science and the Faculty of Arts and Languages, on June 16 in the main lecture hall of the Central University. ✓ The second meeting brought together the Faculty of Social and Human Sciences and the Faculty of Economics, Business, and Management Sciences, on June 17 in the lecture hall of the University Pole. ✓ The third meeting included the Faculty of Science and Technology, the Faculty of Natural and Life Sciences, and the Medical Annex, on June 18 in the main lecture hall of the Central University. 🔹These successive meetings addressed: ▪️Detailed explanations of the institution’s project and the importance of engaging the various components of the university community in it, within the framework of participatory leadership and a genuine spirit of reform. ▪️In-depth discussions were held that contributed to establishing a clear understanding of the project’s vision, strategies, foundations, and mission. ▪️Suggestions and ideas were presented by professors, staff, and students, reflecting a genuine collective interest in building a promising and ambitious institutional project. 🔹In the same context, the University President emphasized: “This project is not merely a planning document, but rather a collective vision and strategic path through which we aspire to improve the institution’s performance at all levels and consolidate a spirit of belonging and collective responsibility, while creating a dynamic, digital, and structural transformation that will lead the university and enable it to keep pace with profound changes in the fields of education, scientific research, social responsibility, development, and wealth creation.” 🔹These meetings concluded with a call to everyone to rally around this project to elevate the university to the ranks of smart and pioneering universities in accordance with the University 4.0 concept....اقرأ أكثر

Today, June 9, 2025, Abbas Laghrour University in Khenchela, in cooperation with the National Higher School of Forestry in Khenchela, organized a training session on the Ibtikar program. The session, which ran from June 9 to 12, 2025, was held under the auspices of the Directorate of University Cooperation and Exchange of the Ministry of Higher Education and Scientific Research and the European Union Office in Algeria. This session was attended by professors representing 43 universities in the Oriental region. Ms. Chadar Samira, Deputy Director of International Cooperation at the Ministry, provided comprehensive explanations of the program, its objectives, and the potential benefits it offers. Mr. Mohamed Boudour, Director of the Erasmus+ Algeria Office, also presented the program’s themes and the various projects that Algerian universities can incorporate into the program to benefit from support and funding. On April 29, 2025, the University President, Professor Abdelouahed Chala, chaired a meeting to present the institution’s project for the next five-year period, 2026–2030. The meeting was attended by all representatives of the university community. 🔹 During this meeting, the University President presented the project’s overall strategic vision, providing a detailed explanation of its axes and the proposed action plan for its implementation, along with a precise strategic diagnosis that included the strengths, weaknesses, opportunities, and challenges facing the project. 🔹 In the same context, he announced the launch of project-related workshops, extending an explicit invitation to all members of the university community to actively participate in these workshops.
