Activities of the Third National Forum entitled: The newly established powers of the Constitutional Court in light of the 2020 constitutional amendment

This morning, April 16, 2026, the administration of Abbes Laghrour University  Khenchela, represented by the Vice-Rector for Academic Affairs (acting on behalf of the Rector), welcomed the Governor of the province and his accompanying delegation, along with members of the Constitutional Court, to officially launch the activities of the Third National Forum entitled: “The Newly Established Powers of the Constitutional Court in Light of the 2020 Constitutional Amendment.” The forum’s activities will continue in a second phase.

Second Phase

Began today, April 16, 2026; Coinciding with National Knowledge Day, the Third National Forum, organized by the Constitutional Court in collaboration with Abbes Laghrour University  Khenchela, the Khenchela Judicial Council, and the Khenchela Bar Association, was held under the theme “The Newly Established Powers of the Constitutional Court in Light of the 2020 Constitutional Amendment.”

The University Rector, Professor Abdelwahed Challa, delivered on his behalf by the Vice Rector for Pedagogy, Professor Abdelrahim Siam, who emphasized the importance of this forum in strengthening the university’s engagement with its institutional and judicial environment and keeping pace with the constitutional transformations taking place in Algeria, particularly those related to the newly established powers of the Constitutional Court.

The President of the Khenchela Judicial Council, who highlighted the importance of the forum’s topic, pointing to the role of the Constitutional Court in consolidating the principle of constitutional supremacy, protecting rights and freedoms, and strengthening the rule of law.

The Regional President of the Khenchela Bar Association. He pointed to the importance of this type of scholarly gathering in developing legal practice.

The speech of the President of the Constitutional Court, delivered on her behalf by Constitutional Court member Mr. Bouziane Aliane, emphasized the Court’s commitment to deepening scholarly dialogue on the developments introduced by the 2020 constitutional amendment. He noted that this forum is part of a series of scholarly meetings aimed at strengthening the Court’s engagement with the academic and judicial communities.

The activities of the third national forum continued with scholarly sessions led by professors and researchers in constitutional law. These sessions were dedicated to discussing the newly established jurisdictions of the Constitutional Court in light of the 2020 constitutional amendment, from both theoretical and practical perspectives.

The discussions addressed key aspects of constitutional review, such as the review of organic laws, expanding the Court’s interpretative jurisdiction, and ensuring the compatibility of laws and regulations with international treaties, among other related topics.

The procedural aspects of activating these jurisdictions were also addressed, particularly parliamentary notification, the plea of ​​unconstitutionality, and the role of the referral body according to Organic Law 22-19.

The sessions witnessed rich scholarly discussions and interaction among participants before concluding with recommendations calling for the strengthening of scientific research and the activation of the Constitutional Court’s jurisdiction.

On the sidelines of the symposium, an exhibition of publications and books in the field was organized. This coincided with the second visit of the Governor of the province to the symposium’s events, during which he honored the participants and announced the conclusion of the fourth session.

At the conclusion of this national symposium, after sessions filled with rich academic discussions and insightful presentations, the event culminated in honoring the participants in the presence of the Governor of the province. A group photo was taken to document this outstanding scientific moment, amidst an atmosphere of mutual appreciation and a spirit of cooperation among the various stakeholders who contributed to the success of this scientific event with distinction, with the hope of meeting again at future scientific events.
